Constructing the "One Core, Multiple Elements" Integrated Main-Branch Museum Model: The "Provincial-Municipal Linkage" System Reform of Provincial-wide Museums in Hunan Launched in Xiangtan
On December 14th, the Hunan Provincial Department of Culture and Tourism, the Cultural Heritage of Hunan, and the People's Government of Xiangtan City held a strategic cooperation signing ceremony at the Xiangtan City Museum regarding the establishment of a branch of the Hunan Museum in Xiangtan. This is a concrete action to implement the decision-making and deployment of the Provincial Party Committee on "deepening the reform and innovation in the field of culture and museums in Hunan, and continuously deepening the in-depth integration of culture, cultural relics, and tourism, as well as the reform of mechanisms and systems in Hunan Province." Li Aiwu, Deputy Head of the Publicity Department of the Hunan Provincial Party Committee, Secretary of the Party Leadership Group and Director of the Hunan Provincial Department of Culture and Tourism; Hu Hebo, Secretary of the Xiangtan Municipal Party Committee and concurrently Secretary of the Party Committee of the Shaoshan Administrative Bureau of Hunan Province; Li Yongliang, Deputy Secretary of the Xiangtan Municipal Party Committee and Acting Mayor of the Xiangtan Municipal People's Government, and other leaders of relevant units attended the event. Jiang Meng, a member of the Party Leadership Group of the Hunan Provincial Department of Culture and Tourism and director of the Cultural Relics of Hunan, and Li Guoda, vice mayor of the People's Government of Xiangtan City, jointly signed a strategic cooperation agreement on the establishment of the Xiangtan Branch of Hunan Museum. Leaders from the provincial and municipal levels jointly unveiled the plaque of the Xiangtan Branch of Hunan Museum.
According to the Strategic Cooperation Agreement, the Hunan Provincial Department of Culture and Tourism, the Cultural Heritages of Hunan, and the People's Government of Xiangtan City will carry out in-depth and integrated strategic cooperation in various aspects, including strengthening museum reform and high-quality development, optimizing the supply mechanism of cultural services and cultural products, integrating the resources of market entities, upgrading the talent pool in the cultural and museum system, and enhancing the construction of the expert system. The three parties will adhere to shaping tourism with culture and highlighting culture through tourism, deepen reform and innovation in the fields of culture, cultural relics and tourism in Hunan, build a cultural tourism development system with Hunan characteristics, and promote the creative transformation and innovative development of culture to form more new growth points for the cultural tourism industry. At the same time, it is necessary to protect and make good use of the red resources, uphold our revolutionary traditions, carry forward the Huxiang culture, and strive to build Chairman Mao's hometown well.
Li Aiwu stated that, the "provincial-municipal linkage" system reform of provincial-wide museums is a timely move to thoroughly implement Xi Jinping’s Thought on Culture and the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and to further deepen the reform of the cultural system and mechanisms; it is also an innovative measure to answer the proposition of "two integrations"1 and promote the construction of a strong cultural province. Li hopes that the Xiangtan Branch of Hunan Museumcan seize the opportunity, ride the wave, explore more paths and achieve more results in aspects such as the integration of collection resources, the creation of cultural and creative products, the supply of public services, and the cultivation of cultural and museum talents, thus "setting an example" for the full implementation of the "provincial-municipal linkage" system reform.
Hu Hebo stated that, under the correct leadership of the Hunan Provincial Party Committee and the Hunan Provincial People’s Government, and with the meticulous guidance of the Hunan Publicity Department of the Provincial Party Committee and the Hunan Provincial Department of Culture and Tourism, Xiangtan has forged ahead with firm steps in promoting the creative transformation and innovative development of red culture and Huxiang culture. In the future, the Xiangtan Municipal Party Committee and the Xiangtan Municipal People’s Government will keep in mind General Secretary Xi Jinping's earnest instructions, fully implement the major reform deployments of the Provincial Party Committee, better shoulder the new cultural mission, respond well to the two "integration propositions", incorporate "promoting the 'municipal-provincial linkage' system reform of museums" into the first batch of key reform items as an important part of the city's reform plan, and make every effort to implement and advance it.
